It is an outdated custom which originated because the upper classes drank their tea in rather thin bone china cups which became very hot when filled with liquid which was not far below boiling point. Basically it was to avoid burning one's little finger. Now that we drink tea in less heat conducive mugs with solid handles, there is no need for it. Some people still do it either out of habit or as an affectation, but it looks a bit silly and old fashioned these days.
