Tell him being natural, may also work for him. No need to be walking around with that unnatural hair swing barely covering his forehead. Try taking a picture with him on a windy day or in front of a strong fan. Then share that photo with him and others at work, that may do it. They usually look like they are saluting someone, when walking on the streets on a windy day. Or they may be mistaken from holding their hair in place, that they may have a massive headache.

Ask him about it in a candid non-judgemental way. I had a teacher who did the comb-over thing and could openly joke about the fact that he was losing his hair. At one point he admitted that he does the comb over simply because he does not like the way that the light shines on his head (even though the light would shine right through his hair)

Or you could even make up a good lie about how your brother is having trouble mastering the comb-over technique and maybe your co-worker could give him pointers.

If you don't know him well I wouldn't mention it to to him. It might bring him security just doing the comb over. That can be a large insecurity for someone, and chances are that people who are close to him are already telling him.

Why do you even need to say anything? I'm pretty sure he knows that he isn't fooling anyone. Maybe that's just the way he prefers to style his hair.

Unfortunately, politeness isn't up to this task -- not from a co-worker. Ettiquette demands you graciously let go of this issue and leave it for his family and close friends to intervene, if they choose.

Just start calling him Donald Trump, Make Donald Trump faces at him, send him articles about Donald Trump, etc. He will eventually get it unless he is thick. If he is insulted that you are making fun of his hair, you can easily deny it (suggest you are making fun of his lips).

Photoshop a picture of him to show how much better he would look if he just admitted he is balding.

why tell him? His appearance does not affect you at all. If he is comfortable with it and it gives him some self confidence, why do you need to say anything?
