For better performance of Diesel Power plant,

Use the high quality diesel (having highest octane number)
Maintain the air-fuel ratio and analyse the flue gas to ensure proper combustion.
Use the proper lubricating oil for moving parts.
Ensure that there is no leak or air ingrace in diesel line going to injector.
Use of economiser in power plant will boost the efficiency.
Follow the manufacturers instructions for perodic maintainance.
Use the high quality feed water in the boiler so that fouling may be minimised and more heat transfer.
Clean the tubes and shell of the boiler WITH REFERENCE to the stack temperature as it is a indicator of heat transfer. If the stack temperature is more than the norms then you needs to clean the boiler.
Follow the process of blow-down / kg of steam generation.
Use the high quality additives which are more suitable for your particular grade of diesel(like LDO,LSHS,SKO...) TO increase the fuel efficiency.

This is what you have to maintain to boost performance of your existing plant.

Water Diesel emulsion - combustion of fuel with water aids in reduction of polutants and aids combustion.

I have seen articles in "Marine Engineering Log" trade magizine in the mid 80's of steam injection emulsifiers being used on ships with slow speed diesel

Also a company called Sensata is developing a relative humidity sensor for use on a diesel engine. The Ideal is to add humidity input to the engine control module ECM to compensate the fuel/air ratio

Sensata also has a pressure sensor which measures pressure in a diesel cylinder allowing for control of combustion and reduction of polutants.

Reduction in the creation of polutants would mean not having to add inefficient post combustion anti polution equipment. That would save weight and Hp of the engine.
