Of course it’s fair. If you have any kind of disability that may affect your learning ability and ability to take a test in a reasonable amount of time then there should be appropriate measures taken to allow that disabled person to do the best to his or her ability.

Yes it's fair but only if they are truly dyslexic. This disorder puts them behind the class, and it's not their fault. They might know the material but their dyslexia puts them back.
