Well, you can meet cute Korean men almost anywhere... afterall, it is Korea, and Seoul itself has a fair few million of them wandering around.
Are you looking for a 'long term romance'? There may be a little more effort involved in searching for that special someone.
Most of my Korean friends are guys, and they are always asking me to set them up with white girls... but unfortunately some of them are looking more as a 'trophy piece' rather than a long lasting thing. As one person above mentioned the mother thing... the mothers opinion could make or break a perfectly good relationship.
Basically... on a first date, they will do their best to impress you, so you have to be 'wowed,' unfortunately sometimes it could mean sitting through a few hours of conversations about money and dreams... not my idea of a fun first date.
They will pay for you, and if you try to pay some guys see it as an insult, so be careful. If it's a good first date, they may later suggest going to a singing room, or a bar, and so on and so on.
If its just a friendly meeting, of course you can try to pay for yourself.
Just pump up his ego, dont be too opinionated and always pour his alcohol for him with two hands.
Shopping, there are so many great Korean things that you can buy. Specially hand crafted paper lamps, hand crafted dishes and bowls, hand beaten brass and silver chopsticks and spoons, masks, traditional clothes (Hanbok) are just to name a few. There are many uniquely Korean items available, aside from the general clothing/accessory shopping.

Good luck, If you get near the Military base, you will find some terrfic shopping. You can buy 100,000 things made in Korea, hand made. Shoes, jackets, Jade, Brass many things.
I have no clue why you are looking for romance but if you look you may find it. The Korean man love American women. I have been to Korea several times. I lived there for a year while in the Air Force. I loved the country and the people.

You might have a nice romantic view of korean men,but you may be a bit disappointed in their attitudes toward women.
There are plenty of historical sites all over Seoul that you can visit. Also be prepare to spend some money, shopping in Korea is not always cheap.

good luck with the romance- try hooking up online first i guess... from what I hear the romantic impulses of your average korean guy are not usually terribly high, or the treatment recieved by the girls very great, but that is just generalization and hearsay, perhaps you already know someone.
-cool places in Seoul- DongDaMun market. all night shopping
-Insadong shopping district.
-River boat ride from NamSan park. Very romantic for anyone.
-eating korean food near one of the 'women's universities'
Not romantic but very educational- SeoDamun prison from the Japanese occupation to see the korean view of being occupied by imperial japs and a fantastic lesson why you shouldnt tolerate your government tossing people in jail without legit reasons.

One place to meet men is the Korean War Memorial.It is full of wonderful history and is a great place to meet people.

probably the best is to meet people through other people.
i think the guys will do their best to entertain but there will definitely be barriors and insecurity for many. on a date you will probably have to stroke the ego and make him feel he should be on comedy central. for the really long term relationship, you will have to convince him that you are capable to treating his mother really well. they're the italians of asia.
in my opinion there is really nothing to buy there that's authentic anymore. seoul is mostly good for food and friends.
