I have been learning english for 9 years now, since I started pre-school. I am wondering how does one improves one's command of english as I am only able to construct simple sentences. Sometimes, even my sentences aren't totally correct. Currently, I'm taking effort to build up my vocabulary. Reading undeniably helps to improve one's english but it takes time.Is there any way where I can learn to write and speak english in a more complex structure because I can't be writing and speaking english in simple sentences. Moreover, I am going to take A levels soon so somehow, I need to impress the markers with good english.

Well, there are ways, what I do, (as a native speaker) is take an object and describe it without saying its name. Try this with a friend, and time yourself.
A superior speaker is the highest attainable goal of a given language. If you are a superior speaker of English, than you can speak on almost any topic with almost no thought as well as a profesor of a given topic.
Speaking a given language is not only about speaking correct sentences, it is also about composition of your sentences, like a paragraph.
You know when you write a paragraph, all of the sentences have to be just perfect, not only grammar wise in their single sentence form, but also grammar wise and flow worthy of a paragraph.
Try writing essays on yourself, impose the structure in your brain, then try speaking essays on easy topics, and work your way up. It can be a summarization of a book, a short story, a science paper, a report, or even a documentary of yourself.
Then work up from summarization to analysis.
You will be a superior speaker by the time you die, and try debating once you have your skills in a good position!
good luck,
I wish I had the discipline to follow my own advice!
Another excersise is taking a new word and trying to define it in several ways.

Your sentences aren't all simple sentences, so perhaps you need to give yourself more credit! And I think you need to understand, too, that even people whose first (or only) language is English can still make lots and lots of mistakes. Nobody knows their language perfectly.

If after 9 years of English schooling you still feel like your English isn't quite there, then other than reading, reading, reading, I'd say find yourself a tutor. If you are talking about your spoken English as well, then get involved in things where you need to speak English a lot.

I think that you will be fine. I would just try to pick up some different books and read those. Catch on to the different reactions and things that are in the book. That will help you with a lot of sounds and things like that. Unfortunately in the English language a lot of things that we say are slang, so it is kind of hard to understand. We have 2 or 3 meanings sometimes for one word! We know what we are saying but I guess it could be hard for someone who is not from here. Anyway, Hope I helped!

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the Internet. The BBC and the British Council offer a number of on line courses, which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

The best way is through regular conversation with a native English speaker. This way, your partner will be able to immediately suggest better ways to say something, or correct your grammar and syntax. It will also help you with some of the idiosyncrasies of the English language. Good luck!
