Yes, this is normal when the temperature drops below 35 degrees- of course this varies slightly from manfacturer to manufacturer and also on specific humidity conditions.

When this happens, your heat pump becomes very inefficient and may not keep up with adding heat as fast as it is lost.

What I do in this circumstance is light my fireplace and switch the thermostat to air conditioning and set the temp as low as it will go. This will actuall heat your outside coils and let the ice fall off. It takes about 10-15 minutes. The cost of cooling your house for 10 minutes is also not efficient but it is still more efficient than having the heat pump run for hours and not produce any heat in the house.

It would reduce the ability of the coils to transfer heat, by insulating them with a layer of ice. I would talk to the company that installed the heat pump and make sure it's not a serious problem.
