Trying to find story on the NY State tax department's trailing "church ladies" types to Penn. for sales tax

NY state tax department a few years ago set up a task force to follow a group of "church lady" types. NY state in its diligent effort to crack down on these viciuos sales tax offenders followed them down to a shopping mall in Pennsylvania. The task force waited in the parking lot until these sales tax offenders made their purchases. Then with James Bond intrige the members left their vehicles and proceeded to these offenders and issued them papers to report their sales tax difference (1%) and to pay that to the state. So if you remember this absurdity please respond with the date and the location and if you recall what newspaper carried it.

There was an article in the December 9th 1992 New York Times describing the efforts of NY Tax Department stalking cars with NY license plates at malls, but it was in NJ.

in the experience that they stopped promotion the sugar cereals no one would purchase them and they'd bypass out of organization.
