I am 22, and am in the process of getting my driver's license in NY state (this will be my first license). While studying the driver's manual, I came across rules about when you're allowed to drive after you've received your license. Do these rules apply to me as well since I'm over 21, or do they only apply to people 18 and under?

Those provisional license rules only apply to under 18 drivers. If you're over 21 you have nothing to worry about.
