Using a treat, get her in a sitting position. Then, bring the treat down to the floor to get her to lay down. The treat should stay right in front of her nose. Then, slowly move the treat in the direction her nose would move if she rolled over (i.e a semicircle), and hopefully she will follow the treat and roll over. At first it will look more like a flop, but eventually, she will smooth it out.

I see no reason why a pug can't roll over, and I've never heard of a problem with it. Perhaps she doesn't know what you want from her. Try other, easier tricks then work her up to the more difficult ones. Maybe start with 'sit' and 'stay' then move up to 'lay down' and 'roll over'. Treat based training seems to work best with my dogs.
