ALL options are on the table...looking for creative ways to solve this problem without having to deal with the white trash that owns the dog.

I like dogs - just not dogs that keep me up at night and prevent my baby from napping...

Get a bark buster!!

It defiantly sounds like your neighbor is white trash for letting their dog bark uncontrollably maybe they don’t take care for the dog the way they should. If so call the police. Otherwise;

Option 1: When the dog is barking yell NO! If you do this long enough it might start listiening to you. If it does listen to you reward it with a small treat.

Option 2: Buy a water-gun/water-bottle and every time the dog barks shot it with water. If that doesn’t faze him put a little vinegar in the water just try not to shot the dog in the eyes. After you hit him say NO so he understands why you shot him. Plus how pissed can the neighbor get at you for getting their dog wet.

Call animal control. It is against the law to allow one's dog to bark constantly. Most dogs, when left alone for long periods bark out of boredom and need for attention. That sounds like what is going on here. I would be willing to bet your neighbors keep the dog either chained in the yard or penned in a fenced area without giving the poor thing any attention or exercise. Dogs are a lot like kids that way. When no one is paying them any attention the will even behave badly just to get the attention.
Animal control will talk to your neighbors and give them a warning. If the problem doesn't cease call Animal Control again, your neighbors will then be fined. If the problem persists keep calling Animal Control, eventually if they don't fix the problem the dog will be taken from their custody and placed in the Animal Shelter for adoption to a family who will give it the love and attention it is craving.

If you live in the city, look into noise ordinances in your area. Most of the time, a quick call to law enforcement will take care of the problem. What kind of living conditions are present? If the dog is ill-kept, animal cruelty would also be a good contact. That could solve both you and the dog's problems. Hopefully there is a no-kill shelter in your area. Buy a REALLY big speaker, connect to your stereo, run it out to the edge of your property, point it towards the dogs owner, turn the volume up to BLASTING, and play the type of music you think they would most likely hate to hear. Do this for 15 minutes every time the dog barks. Either the dog will learn not to bark or they owners will move.

In most counties there are laws regarding noise and dogs. I have called the non-emergency police number and asked about this before, and they redirected me to the animal control people who told me that barking dogs are legitimate complaints. You need to have the address of the dog, type of dog, times when the barking takes place, and whatever else they may ask you. Sometimes they may even take your name and address in order to send you a satisfaction survey about how well they did.
