This site may help: www.theeldergeek.com for all things XP including Repair and Recovery Console.

Presuming a Restore Point was created - and Windows generally does this when a new program is installed then:

If System Restore does not work you will need to:

a) Insert the Windows Disk and do a repair.
b) Re install Windows.

Note: if you asked this question - and you did - don't bother with the Repair/Recovery Console method. It will drive you crazy.

Consider getting the machine to a repair agent and spending money rather then your time.

For your restore points to work you actually have to set some restore points. A good habit would be once a month right after a defrag. or after installing a big program such as MS Office or something like that.

That microsoft restore stuff is crap, and should be turned off,
it just sucks resources.
You need a program like ghost, or better yet acronis true-image
http://www.acronis.com/, I bought a copy from newegg,
then you just make a couple of images, store them, either on dvd,s or another harddrive.
Saved me many times, just be sure and veritfy the image, after making, and every so often, they can get corrupt,
