Slough is very close to London and isn't far from Heathrow Airport. Reading and Windsor are not cities. Slough is much closer to London than it is to Reading anyway (it's only a few miles from the Greater London boundary and is actually served by a red London bus route).

I think it'll be either Windsor or Reading. I'm not sure if Windsor is a city but am assuming it is given the Queen's residence. Reading is a unitary authority (which typically signifies a city in today's modern administrative boundaries).
