My adopted son who is 11, has a skin issue. Where we live its very cold and packed with snow. Ever since Winter came around my son has skin that feels very rough and dry, feels like it has no moisture in it.
I have gave him a bath every day but that has done nothing. His whole body is dry and rough like this, his arms, legs, thigs, back, just about everywhere.
Its not a different colour skin or anything. I am only 27 year old mother and I have no idea what I have to do with this, please give me some info.

Does your house have forced hot air? Or do you have oil heat (which is forced hot water?) Part of the problem may be the air in the house is too dry (if you have forced hot air for heat). You could try a humidifier or vaporizer, especially in his bedroom at night. It will help to put moisture back into the air and will help soften his skin.
Another problem may be bathing him every day. The soap is actually drying his skin out more. You could try a milder soap (such as Lever or Dove) which has moisturizers in it and is also designed for people with sensitive skin. A few drops of baby oil into the bath water will help as well. Also, try keeping the bath water temperature to lukewarm rather than steaming hot.
And of course, moisturize, moisturize, moisturize - all day long, especially after washing hands (if his hands are problemmatic) and most especially immediately after bath time. You may want to consider products such as Lubriderm or Vaseline intensive care or Skin Milk. For the truly "bad spots," use straight petroleum jelly at night (that way he's not "greasy" while he's up and moving and playing). When you do pick a moisturizer, make sure you read the label - don't purchase ones that have any kind of "alcohol" base in the first few ingredients or any that have any perfumes. These will actually cause more problems in that they dry out the skin even more.
I have suffered with Eczema for most of my adult life and I have a strict regimen that includes LOTS of moisturizers throughout the day. I also have a vaporizer (as I have forced hot air) going in the winter to try and keep some moisture in the air and I tend to take a luke warm shower most nights; I reserve the hot steamy bath for a "once in a while need to pamper myself" occaision.
I truly hope this helps. If all else fails, check with his pediatrician as he may have ecezema or psoriasis or some other "conatct dermatitis." They do have prescription creams and topical lotions that also help (and I have about three of them that I use myself!) in addition to some lifestyle changes. Good luck!

I have the same problem. Rough skin is intensified by cold weather. Long exposure to water is not good. If bathing, try adding aveeno bath stuff. There are all kinds of moisturizers out there. For me, aveeno, or cheap equivalant, works good. There is also hand CREME that will help. Apply just before bed to warm skin, like right after bathing, and let it soak in over night. This will help but you have to do it every day! If you use a perfumey laundry soap, this could make it worse. Also, make sure he drinks lots of water. Moisture comes from within. If he doesn't drink water, his skin can't hold what it doesn't have. If you are still concerned. See a doctor.

Consider only having him bathe every other day or every 2 days. Bathing drys the skin out. Change the type of soap he's using. Use a moisturizing kind instead. Deoderizing soaps are drying to the skin, don't use them. Use heavy moisturizers right after the bath such as body butters, eucerin (brand name), Olay Quench (brand). Look for shea butter in the ingredients of lotions and creams. Add bath oil to the water or baby oil right after his bath.

you need to moisture the skin
Coco butter
or
Bio-oil (highly recommended)
but I would suggest taking him to the doctor as there may be an underlying issue as to why this is occuring and not just because of the weather
your son may be lacking in something ie: vitamins
lack of potassium, zinc etc
hope he gets better
& good on you for being a caring mum :)

Could be Eczema.
Bathing him too much can exacerbate the problem and dry him out more.
Show your doctor and he will give you cream to treat it. It may be something he has for a long time, maybe forever. You will just have to treat it when it flares up.
