#1- close the borders completely and securely
#2- isolate and identify the militants involved
#3- exterminate the ones who refuse to stop killing
The Iraqi Security and Military forces are just now finally able to field units capable of taking the fight to the insurgents. 12,000 police have been killed already and an untold number of Iraqi military. The borders will eventually become closed to the passage of Iranian and Syrian terrorists.
Most of the actual militants have been identified, but many of them are in hiding so they cannot be arrested. Once the borders are closed and the flow of supplies go away, they will start to come out so we can find them.
Exterminate is a harsh word, but we cannot allow these religious extremists to become martyrs for the cause. Many will see the light and stop this bloodbath on their own, the ones who don't will likely die fighting us in the streets.

Right now there is no good solution for Iraq. I think the best thing to do is let them lead their own government without outside interference, but the international community should send in thousands of more troops to help train the Iraqi police force and act as a peacekeeping force only, until the Iraqi police and army are ready to plice the country properly. The US should send the bulk of these troops, since we made this mess.
