No, see the "dependent test" instructions for your IRS Form 1040. She needs to get her Green Card first.

my question is: will this person be your spouse? a child of your spouse? or a dependent that resides in your home which your income provides for? if so, i would certainly think so. you can also go online to the us immigration website
