This guy is always textingme to meet up with him but after we have met up, i dont hear from him and i find myself texting him all the time but nothing!!he ignores me!!i then dont bother anymore and he comes back texting me all the time to meet up with him again!!!then.....the whole thing starts again!!!!

At 29 he dosnt sound too focused. You dont say how old you are by the way.
He is keeping you on a leash until he finds whats he considers 'better'.

Tell him to get lost, and stop pressurizing you into sleeping with him, its quite obvious that as soon as he gets into your knickers, he will be gone after a couple weeks, trying to find some other chick!

I think that he is justusing you when he has no one and if you sleep with him then that will give him another excuse to use you. he is not worth it leave him and try and find a commited man or won't use you.
