i have adobe photo deluxe or something like that and its good but its just outdated, and need a new and better program, with the fun features like chroming out ur picture or maken it look like a sketch and so on, anyone have any good recomendations it would help, and also cheap would be good as well.

Depends on your budget, Photoshop is one of the best but expensive. I use Paint Shop Pro which has a good browser and is cheap.
