How do you measure "Greatness"? Do you include "the King of kings"?
Jesus, as the King of kings (capitalisation correct) is the greatest (was and still is).
Some have suggested Solomon. He was great and wise. Wealthy? He would have made Bill Gates look like a poor man. Wise? The wisest ever. However he forgot his God who put him where he was. Still I think he comes second.

Since you said "lived" (pass tense) I would say king David. He was a King and yet so humble.

The greatest King who lives to this day is "Jesus"

Of all the kings who have ever been proven to live, I would say Ashoka of India.

Or perhaps Ivan the Terrible before he went completely bonkers.

Either or.
