You can...Just an identifcation card. My son who is 5 years old has one. Check with the courthouse

I don't know where you live but in my state if you go to the local DMV with the child and their birth certificate (with your name as mommy or daddy) and your driver's license then they'll stick you in line and get you a "state id card". Which is pretty much a photo ID that's state certified but isn't a driver's license. Just research in your area. Your state/province probably have a webpage for the local government that will have information on it.
