Denial. Especially with teenagers, they think as long as it's not "all the way", it's okay, but they don't realize that STDs can still be transferred.

Some women want to pretend to be "virgins" even though their mouth has seen more penises than the urinals in Grand Central Station.
And some men want to pretend they're not cheating on their woman because they didn't put their penis in the other girl's vagina - it was only her mouth, so it's "not really sex".

Well, TECHNICALLY, it is sex. However, there really is no actual penetration... or at least not the kind we associate with full-on sexual intercourse. It's just not as... great as penetration of the privates. It's a social thing. We view it as "less than" the good stuff.
