The basic difference is the size at which you can take the picture. However there are other differences like the 'millions of colours' included in the mega pixel picture.. Its more about quality of the picture...

Standard VGA is 640 pixels wide by 480 pixels high

1.3 MP is roughly 1280 pixels wide by 1024 pixels high.

You can fit 4 VGA pictures inside a 1.3 MP picture.

big difference in the ananlysis.You may not understand it completely because in a picture of a mobile phone it may look the same.You ll see the difference if you print the two pictures .1,2 mega pixel is much better...
