What the heck kind of control must you have that allows those people who can voluntarily pop out their eyeballs about 3/4" and then suck them back in? Can this be learned?

No, if someone is "popping" their eyesballs out they must have injury damaging the muscles in their eyes or a congenitial disorder with the muscles, but no it is not a normal thing-your eyes belong in your eye socket.
