Actually, I'd like to commend you first on trying to come up with a beneficial way to use something like that. And you're right. A small town could probably use the power. But Russia can't afford to maintain the fleet they have now, much less convert them. It's true that they aren't as "safe" as the equivilant American sub, due to different safety standards and level of engineering, etc. To do as you say, they wouldn't need to attach anything to the props though. All they'd have to do is run trunk lines from the power generator to the town, since the Sub already has a steam generator powered by the reactor to generate electricity for the sub's propulsion system.

First off, this is a great idea, and I support you for it. But unfortunately it will never work. First off, the Russian saftey record in not exactly perfect (chernobyl anyone?). And the other main problem is that subs are powered by weapons grade uranium. Normal civilian reactors use about 5% enriched uranium, where as submarines are powered by approx 90% enriched uranium. Thus, all of a sudden it would be impossible to stop nations buying weapons grade uranium because they could just say it is for their power.
