What does this sentence mean?

The writer was probably trying to say that it started raining lightly, like a drizzle or sprinkle, and then shortly after that, after a few minutes, it began to rain very, very, heavily. Downpours feel literally like buckets of rain coming down.

This is bad English it seems to mean:
...and few minutes later a complete downpour of rain occured.
This person is probably writing about a lot and lots of rain falling down as it happens in Texas. Seems to be texan to me.
