Like how do they do the speed maps and stuff like that?

Some have sensors. But most are by cameras.

Its actually cool and scary in a 1984 ORWELLIAN way really - here in seattle the DOT has cameras that see lots of plates at one spot and when one of the plates shows up at a different spot the software figures time to distance and adjusts posted estimated drive time on reader boards all over puget sound -it makes 100's of these calculations a minute - 1984 is only a few years away-lol

the freeway doesnt detect, the person or people montering the congestion detects and reports as needed. Not to mention the police and other motorists

Many highways have sensors built into the roadway surface for exactly this purpose.
