It helps if the two of you are alone and the place where you are standing is a pretty place.
It could even be outside a mall or school. Just make sure there is some grass or bushes or maybe a fountain.
Also be wearing some cologne. It gets us every time.

Ask her in person! While the phone works fine, asking her in person is more romantic. Be yourself and be sincere. Look into her eyes when you ask as eye contact lets her know that you are sincere and truly interested in her. If you're shy or if you just want to do something cute, try giving her flowers with a note asking her out or a card with a romantic message asking her out. Best of luck!

Depends if you already know her or are just meeting her. If you already know her and you're friends/acquaintances, make plans to hang out somewhere that can be good for a platonic couple but also romantic if desired (i.e. a picnic) and then ask them out. Or just say something sweet, or something you like about them. It really depends on the girl.

Make it personal - girls look for details and ish...we like it personal. Let's say she's had a thing for ponies when she was younger, take her horseback riding and ask her out. MAKE IT PERSONAL AND CLOSE TO HOME AND TO THE HEART!
