Most of the service on finding someone is a paid service. I would suggest using peoplesearch.com. I have used it and it is accurate. You would need to know first and last name and age. You can also reverse number lookup for address in reversephonedirectory.com but all these services are US base and for people living in the US.
Note(after addition) : For countries like Japan and Asian countries i am sure they have a website for this.But they would be in Japanese or other native asian language.
