No you can get help from the Internet for the theory and hazard perception but not for the practical drive. You may get tips but you should be taught by a qualified ADI ask them to show you there badge and what grade they are the average is 40 hours on the road before taking the driving test . This of course applies to the UK.

Very difficult to learn it from Internet. Of course might be some theory that u can learn by reading but the most important if u wanna be a driver is to learn how to drive it, so mainly you need to get into the car and learn how to drive it.

I don't think you can take driving lessons on the internet. I think it's better to take them in person with an instructor in order to learn how to navigate roads and highways safely as well as know the traffic rules, signs, etc. But if you can find one, best of luck to you!

Hard to say, since the driving license tests differ from country to country. Here are some examples

For the US, try
http://www.nydmv.state.ny.us/dmanual/chapter01-manual.htm

For the UK, try
http://www.2pass.co.uk/index.html

Hope I answered you
