Hi there...kittens are rambunctious bundles of energy and to discourage inappropriate scratching it's best to pull away gently and give a time out. Nearly all cats are notorious affection magnets and dislike it when they don't get any attention so this is a form of kind punishment. When the kitten is behaving well you can then return to petting it, but as soon as it begins scratching or biting pull away once again. Over time with repetition a cat learns that it will get attention when it doesn't bite/scratch, but is ignored when it does. Kittens have short-term memories so it's important to be consistent with this method of discipline. Not only does this method work and is kind, but also makes for a much nicer and behaved cat when it is older.
Another thing that is helpful is to consider trimming your kittens nails regularly. It blunts the nails and is less painful when you are scratched as well. Kittens are still young enough to learn to be accepting of having their feet and nails touched. Here's an instructional video by Cornell University Collge of Veterinary Medicine of Feline Health on how to trim nails safely and easily: http://www.felinevideos.vet.cornell.edu/trimming_claws/

Discourage kitty's rough-playing with your arms or hands by stopping play immediately. Either leave the room or march kitty to bathroom (or other kitty safe place) for 10 min. time out. Eventualy, kitty will associate scratching people or rough play will result in "the fun stops" period.

He is probably just play fighting, and does not know any better, not matter that he is a house cat.. they still have that urge to hunt and kill, and it is learning to hunt his prey and to hold it down and "kill" it is part of his growing up.. His little nails probably need to be clipped, but that is something that a vet needs to do, he is to small for you to do it just yet i would bet.. There claws are very small , but very sharp.. You may have to wear long sleeves around it for a while.. good luck..

You can buy a scratch post for your cat so it has something to scratch, or you can get your cats front nails declawed by the vet.
