He feels safe on your shoulder.Do you have a cage for him?Gently put him in his cage,and talk to him for a while.Make sure he gets used to a routine,when it comes to feeding and watering,and free-time.He will soon learn that you are safe,he may already know that.But he also needs to know where his safe home (the cage) is.
Unless you plan to have him free in the house at all times,but that can prove to be dangerous,since he can slip out and dissappear..
So he needs to have his nice and cozy cage when you cannot watch him.
Seems he is happy to be away from that aggressive bird,and kind of stunned at the same time,new surroundings,new routines,new sounds...no wonder he clings to you...he sees you as the only safe spot just now.
He will make you a very nice friend.Be good to him..

It all depends on the living conditions of the cockatiel in the store. I personally don't recommend buying one from a store. Buy one from an aviary instead. But, if he doesn't want to climb off your hand, he may be scared. Try letting him sit on your shoulder a little while longer, or try putting him back in his cage, where he can seek the illusion of security in the cage corners. The cockatiel will eventually get used to one person, if you're the one who handles him the most, he'll become accustomed to you. Your husband can still have him sit on his shoulder and have him petted, but he may try to bite if your husband is going to try to handle the bird. I'm not sure, but my conure does that, and he's hand trained from an aviary and he's most likely accustomed to my dad. My dad can rub his belly, pet him, handle him , have him sit on his shoulder, but I can only have him sit on my shoulder. I did nothing to scare him or abuse him, he probably most likely trusts my dad, and him only.

Place your hands outside the cage and whistle and talk to her. Mine gets p!ssy with me sometimes but warms up when I whistle the familar tunes he likes. Mine wolf whistles (which is really fun when people are over...it sounds like a person). I whistled the song lets all sing like the birdies sing on the computer and played it in a loop for two days while out of the house...He sings that too and when I do, he calms down.

He probably feels safest around you--I'm sure that, yes, he's a little bit afraid to leave you, being that you are so loveable and reasurring to him. But, because you're so loveable, it is also partly because he likes you altogether and wants to be by you.

He is not afraid but you should not keep him too much with you. Give him his privacy and he will be a nice pet.
