is there a list of "run" programs from the start menu somewhere on the internet???

Yes there are many sites on the internet that list this information.
Simply search windows "run" commands. Depends on your version of windows since DOS is not really supported these days. IF you are running Windows XP then take a look to this site:

While there are some basic "standard" commands (http://home.iitk.ac.in/~sansor/commands.html), the list is ultimately dictated by your own system.

When you type the name of a program (like "notepad") into the Run box, the first thing it will do is check the System32 folder. After that I think it checks the WINNT/Windows root folder.

If it can't find a program with that name in either places, it checks the registry for programs registered. For example, Microsoft Office will register winword for Word, excel for Excel, powerpnt for PowerPoint, etc. Adobe/Macromedia will register flash and fireworks for two of their programs.
