oh yeah and I live in an apartment with downstairs neighbors.

Living in Illinois, I know what you are going through. Here are a few suggestions:

1) Deal with it. If it isn't lightning out, you should be okay. Stay close to home in case it gets bad but in my experience running in the rain is hardcore and isn't as bad as you think.

2) Wait. Usually it doesn't rain all day. Also pay attention to the weather. If you usually run in the afternoon and it's supposed to rain in the afternoon, schedule your run for the morning.

3) Take a rest day. Generally runners are pretty good about working out. A rest day isn't going to kill you and will probably benefit your next run as your ability to run faster / longer will be improved by a day of rest.

4) Try some other sort of exercise. Stationary bike perhaps but more or less, unless you have access to a gym it sort of sounds like you are out of luck.

Try stretching, I do the stretches I used to do in dance class and they're very similar to pilates. You could get a video from Wal-mart or something.
I know you enjoy jogging but a rainy day can be a great time to take a break from continually using the same muscles, and it will help to stretch your muscles and make them nice and long and lean. Also, Pilates is really quiet so you won't disturb your neighbours.

If you don't want to get wet outside in the rain, you can try a "rebounder." They're great for exercise and have many health benefits, plus they are easier on your knees and joints.

Ermmm... can you afford a skipping rope? Try skippnig rope dude it great. But remember to wear shoe even if you doing it indoor. If you cannot afford then slowly collect rubber band and make one :X

you probabaly dont own a tredmill but you can jog in place or if you have stairs you can run up and down your stairs. its kind of the same. be creative. you can run around your house and turn off the heat so it feels kind of cool. Hope this helps! :]
