Well it depends how you define bad. If a person is truly mean to another (not just gentle teasing) then that is a big problem and you shouldn't stand for it. You know how if a little boy likes a little girl he'll pull her hair etc., that's just immaturity. And girls/guys tease who they like.
Being mean or abusive isn't normal, however. Just be careful. Maybe in some weird way they're trying to get you to chase them. You never know... I'd need more details.

Yeah, I do that all the time, i think. I think that we do it cuz we don't want the other person to know that we do really like them, and its sort of a self protection thing, but Im not an expert or anything.

It is always depending on the result after being mean, if she likes it, then it's 'attraction', if not, then the guy is a plain jerk.
