The title is "Muadhin", this person call people to prayer. I have added some information for you, that you may find relevant.

THE MUADHIN

A person who calls people for the congregational prayer is called a Muadhin. Before saying the athan, he should stand facing Kabah in Makkah. He should raise his hands to his ears putting the tips of forefingers into his ears and call in a loud voice. When he says Hayya alas salah he should turn his face to the right and when he says Hayya alal falah he should turn his face to the left.

TEXT OF THE ATHAN

Allah is the greatest, Allah is the greatest.
Allah is the greatest, Allah is the greatest.
I bear witness that there is no deity but Allah.
I bear witness that there is no deity but Allah.
I bear witness that Muhammad (pbuh) is Allah's Messenger.
I bear witness that Muhammad (pbuh) is Allah's Messenger.
Come to the prayer, Come to the prayer.
Come to your good, Come to your good.
Allah is the greatest, Allah is the greatest.
There is no deity but Allah.

ATHAN FOR FAJR (Dawn Prayer)

An additional phrase is included in the athan for the Fajr prayer after the second Hayya alal Falah Prayer is better than sleep, Prayer is better than sleep.

I hope that helps, I added the extra part for early morning. I appreciate you question, and hope you will ask some more good questions.

Peace Be Unto You

he is called moazen and yes its part of Islam
the building is a mosque (like a church but for Muslims to pray in) its a holly place.
the moazen says some words meaning "its time for prayers...etc" he calls Muslims to pray, and its not only in the morning, he does that 5 times aday, cause we have 5 prayers aday. so when Muslim hear him they go to pray in the mosque, at home or anywhere as long as its clean.
so that way, all Muslims around the world pray at the same time facing the same place "al kaaba" in saudi arabia.

they are called IMAM / sort of like priest. they call 5 times a day really, not just in the mornings. almost all muslim countries allow them to have a microphone so strong that people can hear their voices from far away. They call men to come to mosque/church to pray. IMAM also leads in to the prayer.

You were given some wonderful answers. Such a shame "some" people feel the need to insulting. (Rooster, etc.)
It's truly a beautiful, & stirring sound! I have a friend who was born in Baghdad, & I love his culture. Great question--I learned a little more, too.
