when talked to she can look up but she puts it back down right away

because the muscles in her neck are not strong, are you a first time parent jus curious?

My first baby had a BIG ol' head, and that kept her head down a lot. She also had reflux so I could not put her on her tummy to play. She did not develop sufficient strength in her chest/arms/shoulders/neck so had poor head control for a long time plus never crawled. When my second baby was born, he also had reflux, but I was more aware of this problem with the muscle development so when I got him up I would [on the advice of my pediatrician] very gently take him by the hands and pull him to a standing position, even as a very tiny baby. Plus, I would put him on my lap in the rocking chair in a standing position, and I would hold his hands, and rock gently [then faster as he grew older], and these two things really developed those muscles even though he couldn't be on his tummy.

So, my question is, do you ever put her down on her tummy to play? If not, try that plus the other things I've suggested, but if you are really worried, or if you don't see quick improvement, please take the baby to the doctor for an evaluation, or mention it at the 4 month checkup.

Listen SUPER PARENT, give her sometime. The development stages for each child is unique and different. Be patient. Her body is constantly building muscles and strength, you just have to be very patient.

As a first time mother, i use to panick at the slightest thing but now i do look back with a sense of remorse. Just relax and be the passionate and strong parent that you are. ok.

Her neck muscles are probably not quite developed yet. However, you must have taken her to the doctor since her birth, what does the doc say about it?

may be it's the light in the sky she's avoiding. try her with light let see how she reacts to it.
