I live in Vietnam and travel to Cambodia a lot. I get them going into Cambodia at the boarder but find it's best to get the Vietnamese visa in Cambodia at the Vietnamese Embassy or make it easy on your self and stop by a travel agent almost the same price

If you are American, the answer is definitely NO. You could get one in Bangkok however, but it would take time. Best plan is to get one BEFORE you leave. You will need proof of travel in and out of Vietnam (like an airline reservation), and specific dates. You will be issued a 1 month visa. It is extremely EASY to get, but still requires some red tape. Once you get it, you must enter Vietnam by a very FEW approved entry points. The entry point from Cambodia near the Cao Dai temple I believe is now approved. They need your passport, and glue a printed visa into it. Its ABSOLUTELY worth the effort.

It depends on your own nationality. But the best idea is to have all of that set before you go.
