IIT Kanpur may be the best. IIT Madras and other IITs are also offering the Aeronautical Engineering degree, including the masters and doctoral programs, of equivalent standard.

If in "centre" you mean college then Embry-Riddle Aeronautical University in either Daytona Beach, FL or Prescott, AZ is the number one "centre" in the nation for Aerospace Engineering.
