"Wicca" as a named set of beliefs was started by Gerald Gardner in the 1940s/50s, in the UK.

"Paganism" covers so much territory that you can't identify "what nationality" started it, because "Paganism" includes things like Druid, Asatru, Kemetic, etc.

Paganism and Wicca are not the same thing. Paganism goes back to Greek age and before that way before that. As far as Wicca, if I am correct wicca was practised by many cultures, Irish, British and French and German for that matter.

If by Pagan and Wiccan you mean Earth based religions, they date back much further than any other religion. If you mean Wicca specifically, it's not that old--perhaps a century or more-- but based in much older beliefs and concepts...much the same way Christianity is based on Jewish faith.

It's based mainly on Celtic principles which include Irish, Welsh, Scothish, etc.

Paganism and Wicca which is a particular branch of Paganism was present in almost all cultures of what is now Europe as far back as recorded history and even prerecorded history. Paganism was passed down through oral not written instruction so it really cannot be said who or when it was started.

There has been a resurgence of these ancient rituals and religions that on every continent that is referred to as neo paganism. Some trace it's new popularity back to britian in 1954 however compliled theology of the new wiccan movement can be taced back to the 1920s.

It was the Druids, who were a priesthood of believers who lived all over Britain, Ireland, France and Iberia, and perhaps also the Low Countries, and parts of Denmark. The Romans suppressed this religion with force during the 1century BCE and CE; and later the Catholic church suppressed the remnants after the 4th century, and ever since. But underground, bits and pieces of the ancient beliefs have survived.
