I follow the Cesar Millan way of doing things but his information does not address if you are walking you do and an unleashed dog charges, what do you do?

If your own dog is staying in a good mindset, then there's half the battle.

You take over the other dog too. You have no leash to do corrections, but you do have your energy and body language. Make the unleashed dog respect your boundaries (which your own dog is in). If possible, do this without touching the other dog, for safety's sake. But if you do have to touch the dog, put them in a submissive posture quickly, firmly, but (obviously) not cruelly.

If the other owner objects, stay calm and point out that their dog was being aggressive towards you, and you cannot accept that. Get it in their heads that their own dog biting you would be very bad. Lawsuits, medical bills, their dog being put down, etc.

You can carry a walking stick and/or pepper spray. If the dogs don't pose a real threat, then continue your walk and see if they just tag along. However if you feel that they will imminently attack you or your dog, use the stick and/or spray to dispatch them. The pepper spray will do no permanent harm, but will cause most dogs to back off quickly. Just be careful not to allow it to blow back on you or your dog. If the unleashed dogs have an owner and the owner gives you any hassle for spraying their dogs - you must remember a phrase to give the police: "I was in fear for my personal safety". The dogs are supposed to be leashed in most areas anyway so the offending dog owner will probably be the one getting any scolding/citations from the police.

Don't be malicious or go looking for a fight, but if the dogs bring one to you, make sure you win.

I'm not sure what Cesar's ways are. I haven't read his book yet, but I plan to soon. I have always been told if you are walking your dog and another charges, unleash your dog so it has a chance to get away.

The animal perceived you and your puppy as a chance to that's woman-baby. regardless of the indisputable fact that, the actual undeniable truth that they often keep it chained is an illustration that the vendors recognize it really is risky and has violent propensities. DO call animal administration; it needs to be stated. As you reported, that's the regulation! some states have a three-strikes rule for canines, for all you recognize it has done this previously. My wager is that given the prospect that's going to do it lower back. And next time it would want to kill the different canines (or your canines - they now have a "historic past" or perchance a baby. Animal administration isn't inevitably going to take the animal and placed it down yet they are going to perchance require the vendors to erect a fence or pen/run. Is your canines going to choose veterinary care? if so the neighbor might want to pay...

Mace, or carry a good-sized stick. I have been known to whack offending dogs on the muzzle to send them away. If the other dog's owner doesn't like it, he can friggen well control his dog. My dog and I have the right to go for a walk in a public place without being harassed. And it's my responsibiltiy to look out for my dog's safety. My dogs know I WILL protect them.
