I was wondering if there is a level of income below which someone does not have to pay Social Security. I know you pay up to $97k, but do you have to pay all the way from $0-$97k? or from $x-$97k?

You pay social security tax starting from the first dollar of income if you're an employee. If you're self-employed, you don't pay if your total income from self-employment is under $400.

No minimun on Social Security Taxes (or Medicare Taxes). You are correct about the limit on Social Security Tax. (Medicare Tax does not have a limit).
