One has to learn English so that the person can go freely any where in the world. It is the International language spoken almost everywhere in the world. It acts as an umbrella to safeguard one's interests. A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the Internet. The BBC and the British Council offer a number of on line courses, which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

Well, it's going to depend on what you want that 4th language for. If you are planning on going into business, Chinese, Japanese or German would be good choices. If you are planning on doing some travelling, then the language of that area would be a good choice. If you would like to stretch your language learning abilities more, pick a language that is very different from what you've already studied, like Greek, Hebrew, Russian, Sanskrit, Swahili, Arabic...
Language value is relative--it depends on what you plan on doing with it.

In the US, Spanish is (after English), extremely useful and since almost all South American countries, except Brazil, consider it their national tongue, I would consider it a must to learn it. Good for you! If you're planning on doing business in Europe, a bit of German helps although the Germans usually understand English. My years in the Mid-East convince me that Arabic will be the language to know in the coming years.

It sounds like you should be looking to use what you have "taken" already instead of staying in school all your life "taking" something else. It sounds like you want to be a professional student.
