No such thing as a "miniature golden" and if someone is selling one- RUN! A golden is a golden. They come in different colors, but they're all the same. (in-laws have 2 males and they are BIG dogs!)
The shiba is a MUCH smaller dog and just totally different from a golden. You'll need to read a lot about both breeds because they are just totally different dogs with different health issues, life-styles, etc.... Shiba's are HIGH energy dogs! Golden's really aren't. It just depends what YOU are looking for.

There are no miniature golden retrievers. They are big dogs. If you do happen to find someone offering minis, then head for the hills, because that dog will have a score of breeding problems that you will have to deal with.
Go for the full-size golden retriever. They are one of America's most loved dogs for a reason. And if you are in the U.S., it'd be much easier for you to find a golden retriever than a shiba inu.

There is no such thing as a miniature golden retriever.
Goldens can vary from 45-80+ lbs. Small parents make smaller puppies, larger parents make larger puppies. If you want a smaller one, contact breeders and find out about their breeding dogs weights and heights upon maturity.

No. If there is one, it is a designer dog and most likely unhealthy. Goldens have a breed standard, and a specific size, and anything "miniaturized" about a Golden is wrong.
Shiba Inus are a medium breed if that is what you are looking for.

These are the breed standards per the AKC.

Males 23-24 inches in height at withers; females 21½-22½ inches. Dogs up to one inch above or below standard size should be proportionately penalized. Deviation in height of more than one inch from the standard shall disqualify. Length from breastbone to point of buttocks slightly greater than height at withers in ratio of 12:11. Weight for dogs 65-75 pounds; bitches 55-65 pounds.
