If you want to start from scratch, save you good files on any kind of storage media, like a CD or a flash drive. Then click on start, then on my computer, then on properties and then on format and follow instructions.
Keep in mind though that you will need either a new windows CD or the original CD that came with your computer, in order to be able to get it back on working conditions.
Is you don't feel comfortable with that, get someone who knows or take you PC to a reliable shop and have it done.
Good luck

"The YPAGER.exe error." That isn't really descriptive to what the error is. But, if you were to start from scratch like you said then I guarantee 99.9% of your problems will be fixed, and your computer will run extremely fast (until you mess it up again.) But if you chose to do that make sure you backup any important documents that you may have on your computer.

Get into your control panal and go to add or remove programs then find the program remove it then it will leave you along. YPAGER.exe is part of yahoo messenger so you can redownload yahoo messenger and it should also get rid of the problem.

Do you have the Yahoo messenger installed? Try reinstalling it again, to see if it will overwrite the bad files causing the error.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.

I would suggest you have someone who knows what they are doing restore your PC! You sound like you dont know much more than what the marks on the keyboard are!
