Do some street lights help melt ice and snow?

Never heard of anything like that,if it does it would be of little or no use in practice. Any heat generated by a bulb falls off as the Sq. of distance. Ex. 20' x20' and you can see from that the heat would be of little consequence. It is the reason when someone wonders with all the stars in the sky why is it not hotter on earth than it is.

i don't think so. that just wouldn't be cost efficient. the electricity and the fire hazard it would present just doesn't make sense to me
