That is a good point. Here are some good Scriptures to go along with that thought line and further broadens out...
Isaiah 2:4: "And he will certainly render judgment among the nations and set matters straight respecting many peoples. And they will have to beat their swords into plowshares and their spears into pruning shears. Nation will not lift up sword against nation, neither will they learn war anymore.'
Romans 12:17-21: " Return evil for evil to no one. Provide fine things in the sight of all men. 18 If possible, as far as it depends upon YOU, be peaceable with all men. 19 Do not avenge yourselves, beloved, but yield place to the wrath; for it is written: “Vengeance is mine; I will repay, says Jehovah.” 20 But, “if your enemy is hungry, feed him; if he is thirsty, give him something to drink; for by doing this you will heap fiery coals upon his head.” 21 Do not let yourself be conquered by the evil, but keep conquering the evil with the good.

Yes, and the Bible also says that God decides who will be your governing authorities, the very ones who have decided to have capital punishment. If that's true, then God really wanted a president who loves living by the sword.

That's true. Man really thinks that they can conquer the world, but they can't. Man can not conquer themselves so why do they think that they can conquer the world. Satan and his helpers has corrupted man all over this world. That's why man judges others. It's not our job to judge others either. Man thinks that they are God, but there is some bad news for them, They are not God. As it is written in the Bible, if someone does something bad to you, you don't do bad things to them. You treat them with love and kindness. That's basically saying an eye for an eye. It's up to the person that was treated badly to alter the course. Change the course by being kind. Asking Jesus to forgive us for our sins is a change of heart. And if they are still confused just ask Jesus what would he do?

Try this one on for size. Those who live by the law of mortal error will also perish by it. In other words, if one believes that the sword is capable of taking or ending life, then the believer of lies is subject to the lie. The lie is death. To see this, one must migrate to a spiritual basis of thought, or else the underlying truths remain hidden.

Apparently many of your fellow Christians have abdicated their responsibility for the prisoners held in their jails and have decided that they would rather have the state kill them than to deal further with human beings from their own communities.
I'm on your side on this one, but honestly, it is the Christians that are the biggest advocate for capital punishment in this country. I'm not in that group with you, but let me know if there is anything that I can do to help you convince them to change course and reclaim responsibility for the members of their own community who are on death row.
In A.A., they usually post on the wall, "There, but for the grace of God, go I." The churches seem to have decided to interpret it, "Unless they're lucky, anyone in prison can rot."

I'm personally pagan. I'm quite happy that way, but here's my answer to your question.
I believe that many people misinterpret that passage in order to justify thier own actions. They probably think that the passage gives them free reign to act in god's stead.
Unfortunatly, many Christians have used this passage in such a manner, including many of the early church founders, such as the Knights Templar, the leaders of the 'Witchhunts', and Many, Many, Many revolutionaries.

It can also mean that those who live by the Sword--God's Word the Bible--will die by God's Word and receive eternal life in Heaven!

I'm not so sure I agree. That passage was told by Jesus to a disciple who just sliced off the ear of a Phrasee guard, which Jesus then healed.
That passage seems quite literal.
