only half of my intrumental panel is lit the other half is not all other lights are working properly

as all ready said, could be a bulb or fuse. Or worse. My contribution is to suggest you check your TAIL LIGHTS! Many cars are wired so dash lights being out are an indication that tail lights also are not working.

Husband says the instrument panel might not be fully connected to the electrical connectors, or the bulbs in that half might be burnt out. Need to take apart the dash and take out the instrument panel & change bulbs.

bulbs are probably just starting to burn out with age....

pull cluster, change bulbs, readjust the dimmer switch and retest for brightness...

try the fuse
if not panel fryed

sounds like a bulb as opposed to a fuse....
