For instance, a 3' pipe, with 2" ID has 1.302 PSI at the base. Does a 3' tall chamber, with a 12" ID on top and 2" ID at the base still only have 1.302 PSI? Does the added volume have no effect?

added volume has no effect as long as it is empty. Consider the additional weight of the larger end of the conical pipe. If it is the same wall thickness as the smaller end, you have additional weight, and therefore have incresed the PSI.
