I'm 12 also, and i love to have friends over and just go to the mall. I love putting on make-up and sometimes we have a fashion show. give them some just cute dress up clothes and give awards for the winners of the fashion show, such as lip gloss and nail polish. Either let them give each other make-overs or help out a bit. Or go to a local salon for a mani/pedi.

What I've found with today's kids [and I work with the junior high set A LOT!!] is that from their earliest years they have been plunked down in front of the tv or dropped off places or had money spent on them in place of the time they wanted. So, you need to plan games and such; even simple games and activities will mean a lot to them because if the guests are like most kids, they will be completely thrilled to have someone PLAYING with them. For instance, if you do the makeover thing - which I think is a GREAT idea - don't just hand them the stuff and walk away. Talk about each item a bit, what it is for and how to apply it, then have fun applying it to each kid. Maybe have two contests: one for the team that can apply makeup more skillfully to one person plus fix her hair, and one contest where the teams do makeup the most atrociously with the worst hair. Also have plenty of COOL snacks - that goes a loooong way towards having a good party! At this time of year hot chocolate and donuts would be a good start to the snacking scene.

The Bratz
Have singing contest
A look alike contest
Prizes could be gift certificates to the movies, Mcdonalds, etcs
You could also have a contest going the whole time (such as whoever touches their hair) they lose a little necklace something made with a simple cotton type rope with some type of object dealing with the theme attached, and who ever has the most at the end wins the surprise gift a doll or something

A theme? I dunno about a theme, but how about you let them invite all their girl friends to a slumber party (any guy friend they have can come for a certain time, but not spend the night). While they're all there, have a shaving cream war in the backyard (unless you want to avoid the mess). Let them stay up late, let them watch movies, talk among themselves, and do whatever they want to do. Scavanger hunts are also a great thing to do. My sister is twelve and loves scavanger hunts. Bowling is something fun to do too.
If you want a theme, make it a spa theme. Have little orderbs, like rolled up ham slices, chocolate covered cherries, veggies, fruits, and what not. Have little stations set up everywhere like a facial station, a make up station, a nail station, and stuff like that. It would be a lot of fun, and everyone would feel relaxed :D

I am eleven I would like a gift exchange party. Each guest brings a gift and maybe more if they want to give one specifically to the birthday girls. During the party you play lots of games so that as soon as a guest wins a game he/she can choose their own gift. This makes the party fun for everyone and the twins will be complimented on their party a lot.

How about bowling? That's always fun. Or get a DJ and have a dance party. If she wants just girls, have a huge sleepover party, and be prepared to have a watchful eye on this party, because when I was 12 I went to a bat mitzvah and each and every one of my female friends was freak dancing and the girl's parents did NOTHING!! But I remember at my 13 bday party when they tried to get me to freak dance with a guy, my dad intervened. Just don't embarass them and consult with them the whole way.
Have fun and tell me what you decide to do!

How about a Beauty Party?
-Salon Manicures- probably less than $10 per girl.
-Mud masks at home- less than $5 for the whole tube.
-Strawberries with chocolate sauce- $5-10.
-"Champagne"-sparkling cider $5-10 for a couple bottles.
-Rent a couple romantic PG-13 or R movies (with parental permission of course!)
You could also do hair & make-up makeovers.
Get together a bunch of hair goo, clips and old make-up and let them go to town. Or, if you have the money, bring in a cosmetologist to show them how to "properly" apply make-up.

Hmm...
I'm 11 and for my party I did some kind of spa sleepover. We played games, watched movies and ate popcorn, and we had a whole assortment of nail polish, too. We also had some baby oil and lotions set out for our feet and legs. For a cake, just take them out and ask them to choose which kind (Publix should have some.) We also had like finger sandwiches and fondue. As for invitations, we took some felt, ribbon, and paper. We typed the info on the paper, printed it out, and glued it onto the felt. Tie the two pieces of ribbon around the felt on each end, leaving about a half-inch apart from the end. Voila! Sleeping-bag invites. Hope this helps and good luck with your daughters!

I just turned 13 a few weeks ago, and if your twins are like me, they will probably want something cute, but not like, frilly 5-year-old stage (where everything is ruffley, stiff from too much sequins that has Barbie logoed everywhere on it). Go with just simple pink. A lace table cloth will make the table sophisticated, but streamers, plates, cups and basically everything else will make the party seem cute.

Going on what my 13 year old neice would like, some kind of craft, like making beaded necklaces, scrapbook. Micheals Crafts offers parties. Also a movie and pizza. Or at home spa thing, get some nail polish, etc. Or a cooking thing. I saw someone having one at Williams Sonoma once.
