I want to minimize the size of each picture but want to keep a good quality for 4x6 pictures. Which JPEG compression (Superfine, Fine, or Normal) and resolution setting (L, M1, M2,Small) should I set it to?

You should ALWAYS shoot your photos in the best and highest resolution available (which will be 'Superfine' L). Not the minimum.
I suggest you buy yourself a larger SD card if card space is the reason.
They are cheap now, so there is no need to lessen the quality of your photos.

Well if you have sufficient memory in your card then the best policy by far would be to set the camera to superfine and L. That way if you happen to take a real cracker of a shot, then it can be enlarged no problem. You can always print these out a 6 x 4 anyway.

Wouldn't it be a shame if you took an award winning photo and only shot it at low res?

Large capacity memory card is cheap enough now that you can stores hundred and hundred of your pictures. You want to set the setting at Max to get the best possible picture. Set it to Superfine and max resolution L. That way if you want to enlarge a picture you took, it will looks just as good as a 4x6.

Not sure exactly the setting display for SD400. But if you only want to print 4X6 only then I would think Normal M2 should be ok.
And it keeps the option just in case you want to enlarge any of the prints later. Try setting it "Small" and then d a couple of prints and see if you like it.
